What Business Can Build: Lessons from Uruguay’s Public-Private Energy Alignment

There’s a lot of talk going on about renewable energy success stories, but rarely a mention of Uruguay. No flashy headlines or global megafirms. Yet this small South American nation quietly built one of the most sustainable and secure energy systems in the world, and did it in less than 15 years.

How? Geography. Wind, sun, and national resources, but that’s not all. It takes alignment between smart public policy and private sector execution. And that’s exactly where the lesson lies for businesses, governments, and developers aiming to scale clean power globally.

This wasn’t luck. It was designed.

From Dependence to Independence — Fast

In 2007, Uruguay depended heavily on hydropower and imported fossil fuels. A few dry years led to blackouts and high electricity costs. By 2022, over 98% of its electricity came from renewables — a mix of wind, solar, hydro, and biomass. It also became one of the few countries in the world to eliminate oil from its power mix.

Facts: Uruguay avoided annual fossil fuel imports worth US$200 million by shifting to renewables.

How?

Geography Helps — But Strategy is Vital

Yes, Uruguay has natural wind corridors and existing hydro plants. But so do many countries. The real difference was institutional coordination.

  • A strong national utility (UTE) played a central role — not by resisting change, but by enabling it.
  • The government introduced reverse auctions and power purchase agreements (PPAs), attracting private developers without losing control.
  • Clear policies reduced investor risk. Over 90% of new capacity came from private developers.

This is what alignment looks like: the public sector creates the rules and direction; the private sector builds fast, competitively, and at scale.

Private Capital, Public Confidence

Uruguay didn’t wait for international donors or climate finance institutions. In fact, both the IMF and World Bank rejected initial support. Instead, Uruguay trusted local and regional investors. This kept projects agile and outcomes accountable.

Job impact: Over 50,000 jobs were created in renewable energy — nearly 3% of the national workforce.

This matters for any business or EPC today: when frameworks are stable and transparent, financing flows. Whether in Southeast Asia, Africa, or LATAM, clear rules beat subsidies in unlocking growth.

Green Hydrogen: Exporting What’s Been Built

Now, Uruguay is moving beyond clean power — toward energy exports. The government is planning a €6 billion green hydrogen plant in Paysandú, set to begin construction in 2026.

This is more than a climate project. It’s a new industrial strategy. Uruguay will turn surplus clean energy into hydrogen, ammonia, and e-fuels for global shipping, aviation, and heavy industry.

Global first: Uruguay could become one of the first developing countries to export industrial-scale hydrogen made 100% from renewables.

What This Means for Businesses Like Ours

stakeholders:

  • Private sector participation is not optional; it’s essential.
  • Policy matters most when it removes uncertainty, not when it controls outcomes.
  • Investing in local infrastructure creates long-term resilience.

At Eco Green Energy, we see these principles in our work daily — from BESS + PV installations in C&I zones to solar arrays powering remote industries. Like Uruguay, we believe every region has its own “energy sovereignty” waiting to be unlocked.

Final Thought: Small Countries Can Lead

Uruguay didn’t wait for global trends. It built its own path. It aligned what it had — wind, institutions, political will — with what it needed: security, jobs, and growth.

For other nations — and for businesses like ours — this is the real takeaway: With the right conditions, energy sovereignty is not a dream. It’s a deliverable.
